San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TARGET T1526 280 SPRECKELS AVE, MANTECA February 06, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 118 CCR 66265.16(a-c) Failed to complete training on hazardous waste management and emergency response <br /> procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> The following observations were made at the time of inspection: <br /> -A tote labeled"ESIM Sort Bin-Products pending evaluation for donation"contained two sealed bags of used liquid <br /> cleaner/soap dispensing bags inside a janitorial room at the back of the facility(IMG 4060-4063). The bin was also <br /> labeled with a sign stating"Empty and partially full ESIM items must be bagged,tied and placed in the ESIM Hold <br /> Bin-Bin must be taken to reverse logistics daily"(IMG 4064).When asked how often this tote is inspected for items <br /> to be processed as hazardous waste, Michael Blair, an Executive Team Leader, stated items placed in this tote are <br /> processed on a weekly basis. <br /> -A box of Up& Up nicotine gum, expired February 2019,was found on an aisle shelf for sale in the facility(IMG <br /> 4065-4066). Michael Blair stated expired items are removed from sales shelves weekly during the facility's <br /> "Freshness Fridays."He stated the expired nicotine gum should have been removed from the shelf and processed <br /> as hazardous waste. Michael removed the expired nicotine gum from the shelf at the time of inspection. <br /> Personnel who handle hazardous waste shall be trained within six months of assignment and take part in an annual <br /> review of the initial training received. At a minimum, the training program shall be designed to ensure that facility <br /> personnel are able to respond effectively to emergencies by familiarizing them with emergency procedures, <br /> emergency equipment, and emergency systems, including where applicable: <br /> 1. procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; <br /> 2. key parameters for automatic waste feed cut-off systems; <br /> 3. communications or alarm systems; <br /> 4. response to fires or explosions; <br /> 5. response to ground-water contamination incidents;and <br /> 6. shutdown of operations. <br /> The owner or operator shall maintain the following documents and records at the facility: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. <br /> Immediately provide employees with initial or refresher hazardous waste training.
