San Joaquin Local health District Re: Soil Re-Excavation Work Plan <br /> March 20, 1989 - Page 2 of 2 2201 W. Washington, Stockton, CA <br /> Revised May 16, 1989_ _ _ _ _ _ _ <br /> a 5. Re-excavation & resample steps: At this time we are requesting a re-excavation <br /> and resample. The tank excavation, itself, has been backfilled. it was an area <br /> approximately 12' wide x 28' long x 14' deep. Total soil removed from the tank <br /> excavation was approximately 122 cubic yards. The snit sample analysis from the <br /> tank excavation only are as follows: (They are shown on drawing "C" .) <br /> Sample IN Tested for analysis <br /> Tank #1-North BTX & E all ND 0.025 <br /> It it TEPH ND '10. <br /> Tank #1-South BTX & E all ND 0.025 <br /> It 11 TEPH ND 10. <br /> Our plan is to excavate an area approximately 10 feet wide by 18 feet long to a <br /> depth of 18 feet, if necessary, from the east side of the previous tank excavation <br /> westward under the tracks (see our transmittal letter of May 9, 1989, sending you <br /> a copy of the letter sent to the Port of Stockton by the three railroads involved.) . <br /> The soil with an obvious odor and/or discoloration will be stockpiled on site, on <br /> plastic and covered with same. Other excavated soil will be stockpiled on site in <br /> a separate area. Hopefully we will be able to remove all contaminated soil from, <br /> in and around the excavated area. See drawing "C" for proposed excavation area and <br /> placement of newly excavated soil . Drawing "C" also shows the placement of the <br /> sewer line and storm drain. <br /> There will be approximately 117 cubic yards of soil excavated, depending on <br /> the depth of the excavation. See drawing "C" for planned excavation to 18 feet. <br /> We plan to take 1 bottom sample from the excavated area as shown on drawings "C" <br /> and "D", which also shows proposed sampling locations of the previously removed <br /> stockpiled soil and the site of the newly excavated soil stockpile area. Drawing <br /> "D" is a side view of the proposed excavation and shows the area of the previous <br /> tank excavation. On drawing "D" there is also a top view of the proposed excava- <br /> tion area. Drawing "D" shows the proposed side wall samples in 5 foot intervals <br /> (1 in each sidewall) starting at 5' below grade through 18' (IE 5' , 12 ' , and 17') : <br /> We will be prepared to take as many samples as the SJLHD deems necessary. We will <br /> test to TEPH and BTX & E (see highlighted area of the attached copy of Tank Plan <br /> Review Checklist-Minimum Verification Lab Analyses) . If water is encountered, we <br /> will be prepared to take water samples and test as requested. <br /> Hopefully the sample result levels are low enough to allow remediation of <br /> the excavated soil on site. <br /> If the level of contaminates show too high for remediation, the soil will <br /> be transported to a proper hazardous waste facility for disposal , namely Kettleman <br /> City, or possibly a Class 2 site, such as Forward, Inc, If the soil is removed <br /> from the site, it shall be transported under proper licensure. Any manifests <br /> produced during transfer shall have a copy provided to SJLHD within 30 days. <br /> 6. Timing: Sampling could be scheduled within one week following your review of <br /> this work plan. Advance inspection notice of at least 48 hours will be given <br /> to SJLHD for resampling inspection. The sample analysis should be ready for <br /> your review within two weeks after they have been taken. <br />
