Box 549 <br /> Woodbridge, CA 95255 <br /> REVISED MONITORING AND REPORTING PROGRAMNO. 93-112 AND REQUEST TO <br /> INSTALL GROUNDWATER MONITORING WELLS, LODI VINTNERS INC., WOODBRIDGE, <br /> SAN JOA QUIN COUNTY <br /> Regional Water Board staff is updating the Monitoring and Reporting Program (MRP) for Lodi Vintners <br /> Inc. to better evaluate the impacts of the waste discharge and ascertain whether the facility is in <br /> compliance with Waste Discharge Requirements (WDRs) Order No. 93-112. Because Lodi Vintners' <br /> existing MRP was issued prior to current groundwater monitoring requirements, monitoring wells are <br /> not present; Lodi Vintners is hereby directed to submit a groundwater monitoring well installation <br /> workplan. Groundwater monitoring wells are required because groundwater degradation has been <br /> observed at other wineries, especially in cases where wastewater is discharged into percolation ponds. <br /> Lodi Vintners disposes of its winery wastewater through percolation and evaporation; therefore, the <br /> installation and sampling of groundwater monitoring wells is a reasonable request. <br /> Staff has prepared the enclosed draft revised MRP for your review. When finalized, the revised MRP <br /> will replace the existing MRP Order No. 93-112. Please provide any comments on the draft MRP by <br /> 3 March 2006. The comments will be included in the revised MRP as appropriate and Lodi Vintners <br /> will be directed to monitor in compliance with the revised MRP. The data collected will be used to <br /> evaluate groundwater conditions at Lodi Vintners and will be used in the preparation of revised Waste <br /> Discharge Requirements. <br /> By 3 April 2006, Lodi Vintners Inc. shall submit a Groundwater Well Installation Workplan and a <br /> Groundwater Sampling and Analysis Plan prepared in accordance with, and including the items listed in <br /> Section 1.0 of the attached Requirements for Monitoring Well Installation Workplans and Monitoring <br /> Well Installation Reports. The workplan shall propose the installation of groundwater monitoring wells <br /> to monitor groundwater upgradient and downgradient of the ponds and any other waste application area. <br /> All wells shall be designed to yield samples representative of the water table conditions (first saturated <br /> interval). The workplan shall also specify proposed sampling techniques designed to ensure that <br /> representative samples of sufficient volume are obtained and analyzed. The workplan shall be prepared <br /> by or under the direction of an engineer or geologist registered to practice in California pursuant to <br /> California Business and Professions Code §6735, 7835, and 7835.1.
