Giannecchini <br /> Ernie's General Store <br /> 4407 East Waterloo Road <br /> Stockton, CA 95215 <br /> Subject: Ernie's General Store Site Code: 0888 <br /> 4407 East Waterloo Road <br /> Stockton, CA 95215 <br /> The San Joaquin County Environmental Health Department (EHD) has received your <br /> letter (Letter) dated March 13, 2009, in which you requested postponement of <br /> "installation of remediation equipment no later than September 2010" and a reduction of <br /> groundwater monitoring and sampling to an annual schedule for all wells. <br /> The EHD does not approve a switch to annual sampling for all wells. As was discussed <br /> at the meeting you attended on February 24, 2009, the concentration of contaminants in <br /> monitoring wells MW-3 and MW-4 have been increasing. The EHD believes that <br /> sampling these two wells only once a year will not provide sufficient data to monitor the <br /> contaminant plume at your site. The EHD approved a reduction in the amount of <br /> sampling and analytical analyses that were performed at your site in correspondence <br /> dated January 30, 2008. The EHD approves the following groundwater monitoring and <br /> sampling schedule: <br /> 1. Annual sampling of wells MW-1, MW-2 and MW-5; analytical suite is methyl <br /> tertiary butyl ether (MtBE) and 1,2-dichloroethane (1,2-DCA). Monitoring <br /> depth to water quarterly. <br /> 2. Quarterly monitoring and sampling of wells MW-3 and MW-4; analytical suite <br /> is MtBE, 1,2-DCA, total petroleum hydrocarbons as gasoline, tertiary amyl <br /> methyl ether and tertiary butyl alcohol. Monitoring depth to water quarterly. <br /> The EHD does not approve delaying installation of soil vapor extraction (SVE) <br /> remediation equipment for another 18 months. The SVE wells and the conveyance <br /> piping have been installed, and you have been under directive for two years to have the <br /> SVE remediation system operational but have not been compliant with this directive. <br /> The EHD has discussed your proposed schedule of work with the Regional Water <br /> Quality Control Board (CVRWQCB) and they informed us that they are not accepting <br /> proposed delays of this length at contaminated underground storage tank sites such as <br /> yours. The SVE system must be in operation at your site by December 31, 2009. <br />
