Advanced <br /> GeoEnvironmental, Inc . -v--: <br /> 14 April 2008 <br /> AGE-NC Project No. 01-0839 <br /> Ms. Lori Duncan <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202 <br /> Subject: Interim Soil Remediation Work Plan Addendum -April 2008 <br /> ERNIE'S GENERAL STORE <br /> 4407 East Waterloo Road, Stockton, California <br /> Dear Ms. Duncan: <br /> At the request of Mr.Ernest P.Giannecchini of Ernie's General Store,Advanced GeoEnvironmental, <br /> Inc. (AGE) has prepared this addendum to the work plan entitled Interim Soil Remediation Work <br /> Plan dated 10 May 2007 for 4407 East Waterloo Road, Stockton, California (site). The above <br /> referenced work plan proposed the use of soil vapor extraction(SVE)as an interim remedial method <br /> for hydrocarbon-impacted soil at the site. The proposed SVE remediation system was a Solleco <br /> ECAT 250, which consists of an electrically heated catalytic oxidizer and control components. <br /> On 09 April 2008,AGE representatives met with Pacific Gas&Electric(PG&E)site representatives <br /> to discuss the electrical service needed to support the ECAT 250 system. The ECAT 250 requires <br /> 3 phase, 208/230 volt, 200 amp electrical service, which would require PG&E to install a <br /> transformer at the site at the cost of Mr. Giannecchini. PG&E provided an estimate of$20,000 to <br /> install the transformer and bring power to the future location of the SVE system and this upgrade <br /> would required several months to possible two quarters to undertake. <br /> In order to off-set the excessive costs of installing an elaborate electrical service and to expedite the <br /> on-site remediation with the ECAT 250 SVE system, AGE proposes to install a TCAT 250 SVE <br /> system, which uses a potable and temporary propane gas source to heat the catalytic oxidizer. The <br /> TCAT unit is comparable in performance to the EHD-approved ECAT unit and the cost for fuel is <br /> comparable to less than the higher electrical cost for the proposed ECAT unit. The TCAT 250 <br /> requires single phase(a standard model option),208/230 volt, 100 amp electrical service;TCAT 250 <br /> technical specifications are provided in Appendix A. PG&E representatives purported that the site <br /> would support the amperage of the TCAT 250 without the installation of transformer at the site or <br /> breaking ground to supply additional power to the site.
