PUBLIC HEALTH SERVICES
 1L
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor Stockton, CA 95202 iFi
209/468-3420
AMERCO REAL ESTATE CO JUN 13 2000
DOUG DUNHAM
2721 N CENTRAL AVE STE 700
PHOENIX AZ 85004
RE: U Haul# 709-50 Site Code: 1772
2701 N. Wilson Way RO# : 00574
Stockton, CA-,95215
San Joaquin County Public Health Services,Environmental Health Division (PIS-EHD) has
reviewed the March 21, 2000 "Additional Site Charactenzation Report" submitted by Blaes
Environmental Management (BEM) on April 28, 2000 and has the following comments.
This report covers recently installed monitoring wells on site at the direction of PJS-EHD. The
data collected for this phase made a diligent effort to complete the investigation of this site. Many
is much closer to evaluating remedial action alternatives.
questions were answered and this site
Although many soil samples were collected and analyzed from many points around the site, some
areas remain undefined as to the vertical and lateral extents of contamination. Soil data to support
some vertical extent conclusions and inferred lines of lateral limits of contamination is missing so
PHS-EHD does not agree with the statement, "Blaen Erzrirnvar-ntal bas defined tbeprobahle lateral and
u tuul ectent of h)drorarbom in soil". Soil and groundwater data is missing from the east/southeast
quadrant, east of MW-4A-B, (in Wilson Way area) and is to be collected before this site may
progress to the Remedial Action phase.
Additionally, by not sampling all of the monitoring wells during the February 2000 sampling event,
PHS-EHD is unable to evaluate the correlation between existing deep soil contamination and deep
groundwater conditions. There appears to be some discrepancies between the labeling of the
casings in the nested wells. PHS-EI-ID has found conflicting data for these casings. The total well
depths noted by the sampling technician do not match the boring logs in the report, or the field
notes taken by PHS-EHS staff during the installation of these wells. It seems that groundwater was
obtained only from the shallow casings of the new nested wells where the total depth was reported
at just less than 50 feet below ground surface (`bgs). If this was the case, it does not allow for a full
evaluation of the deep soil contamination and the correlation to the groundwater conditions at those
depths contaminated soil was detected. Additional vertical soil investigation is warranted at"DP-4
and DP-6" areas. Groundwater conditions at 120' and 125' bgs need to be addressed.
Iii inion of San Joaquin Countv Health Care Services
