P />FENVIRONMENTAL MANAGEMENT, INC.
May 9. 2003 Pl
Mr. Arvind Fancy MAY 1 2 2003
Frontier Motel ENVIRONMENT HE,°LTH
2639 North Wilson Way PERMIT/SERVICES
Stockton, CA 95205
Re: Frontier Motel Drinking Water System
Dear Mr. Fancy:
As noted in the San Joaquin Environmental Health Department's (EHD) Letter dated April 28,
2003, U-Haul and Harry's Auto Mart are currently investigating the impact of 1,2 DCA to the
Frontier Motel's drinking water well. Following the detection of 1,2 DCA in the motel's well,
Blaes Environmental Management, Inc. (Blaes Environmental), on behalf of U-Haul
International, Inc. (U-Haul), has been providing bulk water to the Frontier Motel. U-Haul has
made this decision despite the fact that there is no evidence to connect U-Haul's operations to
this contamination, but U-Haul has elected to be cautious with respect to the public's health and
safety. Bulk water will be provided to the motel pending the design and installation of a carbon
treatment system approved by the EHD. Once approved and installed, the carbon treatment
system will supply water that meets drinking water standards to the motel until California Water
Service supplies the motel with public water. U-Haul, and possibly Harry's Auto Mart, will
initially pay the costs associated with bulk Water and the carbon system installation. Blaes
Environmental has requested copies of the bulk water invoices from the manager of Frontier
Motel to arrange for payment.
There is currently insufficient data available to quantify and determine the precise source of the
DCA; however, both Harry's Auto Mart and U-Haul are currently conducting further
investigations. If you have any questions, I can be contacted at (602) 728-0707.
Sincerely,
Blaes Environmental Management, Inc.
