Angelica Sandoval Marin [EH]
From: Adrienne Ellsaesser [EH]
Sent: Monday, October 13, 2014 11:15 AM
To: jeanne.homsey@cardno.com'
Cc: Nuel Henderson [EH]; Angelica Sandoval Marin [EH]
Subject: Monitoring Well Destruction Requirments at U- Haul #70950 2701 N Wilson Way
Stockton
Hello Jeanne,
Nuel and Angelica spoke to me about this site and your request for our Department to reevaluate the
requirement for over drilling monitoring wells located in contaminate soil and or groundwater. Your concern
was the cost the responsible party would be burdened with associated with the destruction of these wells. We
are approached by many consultants for this same request.
Our position is the wells are installed with the responsible party's approval under the guidance of their
consultant. Every well that is designed for installation is also to be designed for their destruction at the end of
the well's useful life. The County's position is that so long as the contaminants exceed the Detection Levels
that areas remain contaminated and the wells must be removed by over drilling, as required by our local well
destruction standards.
My staff have closely evaluated the results of the soil and groundwater that these wells penetrate. The area
has a history of contamination. The contaminants have not been fully removed from the soil and/or
groundwater. The monitoring wells, unless properly destroyed, provide a path for future contamination and the
surest method to prevent the future contamination is by use of over drilling destruction methods. The impacted
monitoring wells are to be over drilled, unless the responsible party continues to clean the soil and
groundwater to Non-Detection Levels.
Sincerely,
Adrienne
Adrienne Ellsaesser, REHS
Unit IV Program Coordinator
Groundwater Protection Programs:
Site Mitigation/LOP/Small Public Water Systems
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton , CA 95205
yti (209) 468-0343 / A (209) 468-0341
aellsoesser@sicehd.com
i
