I have reviewed the data fd"Flhe well destruction work plan and would likeTo move forward, but Nuel is required to
review the data for final approval. Unfortunately, we have all been overwhelmed with work and our response time has
been delayed. If you would like to expedite this well destruction, you can submit a well destruction permit indicating
that all wells will be over drilled. If you choose to overdrill all wells, you do not need to submit a well destruction work
plan. Otherwise, we will respond to your well destruction proposal at our earliest convenience.
Thanks
Angelica
Angelica Sandoval Marin, Senior REHS
San Joaquin County, Environmental Health Department
1868 E. Wilson Way Stockton: Well Destruction Determination
Hi Angelica,
I am developing the well destruction workplan for U-Haul Store #70950, 2701 N. Wilson Way Stockton.
As part of this process, I am attempting to apply the SJCEHD Well Standards in determining the destruction method
appropriate for each well, before I reflect this determination in the workplan.
While there is no debate that most of the wells will be overdrilled, I would like to bring to your attention the exceptions.
Please see the attached marked up map.
The "pink' wells are proposed to be overdrilled and the "blue" wells are proposed to be pressure grouted. The "yellow"
wells are those that I could see going one way or the other. The "yellows" are either clean wells in an area of known
contamination (AS-15, AS-17, AS-20) or they are virtually clean; with just slight hits.
I would suggest AS-15, AS-17, AS-20 be overdrilled but suggest MW5 A/B/C be pressure grouted.
My rationale the determination on the "yellow wells" is not terribly scientific except that AS-15, AS-17, AS-20 are located
in an area with known gw contamination. And since these wells will be overdrilled, it just make sense that the AS wells in
the vicinity be OD too.
On the other hand the cluster MW5 A/B/C is located in the northeast area; a distance from the release point (USTs
/dispensers). The GW flow for the site has been primarily to the nw or sw, never to the east. A likely consequence is
that this area has seen minimal gw contamination. Therefore I think MW5 A/B/C should be pressure grouted.
I have also included a spreadsheet with the inventory of wells needing to be destroyed. I used the same markings on the
spreadsheet as were used on the map. There are also historical soil and groundwater tabs in this spreadsheet.
I know you will probably have to "chew on this" for a while, but I look forward to your perspective on what I have
presented. Let me know if I can round up any information that might be helpful for you in the decision making process.
3
