Wilson Way LOP Case#: 1772 <br /> LOP Site CSZ Stockton, CA 95205 <br /> Public comment March 12, 2014 Public comment May 16, 2014 <br /> period begins: period ends: <br /> FACT SHEET <br /> On behalf of the San Joaquin County Environmental Health Department (SJCEHD), Cardno ATC invites public <br /> comment regarding SJCEHD's consideration to grant regulatory closure for a leaking underground storage tank <br /> (LUST) case for the above-identified site (Site). <br /> In 1990, the Site's original single-walled underground storage tanks (USTs) and associated piping were removed. <br /> A total of four USTs were removed from the site, three had been utilized for fuel, and one for waste oil. During <br /> removal of the USTs, it was discovered that petroleum hydrocarbons, including gasoline, had been released into <br /> the soil underlying the UST system. In January 2000, SJCEHD directed the investigation of the impacted soil and <br /> groundwater. After several years of investigating, it was estimated that approximately 34,700 pounds of petroleum <br /> hydrocarbons had been released into the subsurface. It was also determined that the petroleum hydrocarbon mass <br /> migrated a relatively short distance from its original release point to just beyond the subject property's borders and <br /> beneath the neighboring properties to the west, south, and east. <br /> During the subsequent years, an active remediation system utilizing several different technologies was installed. <br /> This system was operated until it was no longer economically feasible to continue, but it was estimated that <br /> approximately 32,000 pounds of petroleum hydrocarbons had been removed from the subsurface during its <br /> operation, thereby dramatically reducing the size and concentration of the contaminant plume. Based on scientific <br /> study of natural degradation of petroleum I Hydrocarbons at other petroleum hydrocarbon release sites and the <br /> subject site, it appears that the estimated 2,700 pounds of residual petroleum hydrocarbons will continue to <br /> degrade over time. Recently, Cardno ATC reviewed and evaluated the human health and/or environmental threat <br /> represented by the residual petroleum hydrocarbon that remain in the subsurface and concluded that the residual <br /> does not represent a present or future threat to human health or the environment. Consequently, the SJCEHD <br /> submitted a Case Closure Summary to the Central Vallev RPoional Water Qi,ality Control Roard (P.WOCg) Onr <br /> the RWQCB concurs with the SJCEHD's closure recommendation and the wells associated with the Investigation <br /> have been destroyed, the SJCEHD intends to issue a "No Further Action Required" letter for the subject site. <br /> WHERE TO GET MORE INFORMATION <br /> Information about the investigation is available on the GeoTracker website at <br /> http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site's case file is also available for review at the SJCEHD office located at 1868 <br /> East Hazelton Avenue, Stockton, California 95205.
