The addendum was submitted in
response to the EHD letter dated 26 August 2013 in which the EHD had directed the
submittal of additional information for site closure consideration.
In Closure Report, Cardno reported that approximately 31,950 pounds of total petroleum
hydrocarbons as gasoline (TPH-g) had been removed by soil vapor extraction (SVE). In the
addendum, Cardno estimated that approximately 34,669 pounds of TPH-g had been present
in soil prior to remediation by SVE, suggesting that approximately 2,719 pounds of TPH-g
remain in the soil. Cardno estimated that approximately 507 pounds of TPH-g and 318
pounds of total petroleum hydrocarbons as diesel (TPH-d) had been present in groundwater
prior to operating the SVE system in 2008; and approximately 0.19 pounds of TPH-g and
2.41 pounds of TPH-d were present in the groundwater following termination of the SVE
system operation in 2012.
Included in Closure Request was an evaluation of site conditions in the context of the Low
Threat Closure Policy (LTCP) adopted by the State Water Resources Control Board on 17
August 2012. Based on the information presented in Closure Request, CRA concluded that
this site should be moved to closure.
The EHD concurs with the closure recommendation presented by Cardno and has
discussed this site with the Central Valley Regional Water Quality Control Board (Regional
Board). The EHD is preparing a Case Closure Summary to submit to the Regional Board
for closure notification. The Regional Board will have thirty days to respond to the closure
recommendation by the EHD.
