Wilson Way RO#: 00574
Stockton, CA., 95215
San Joaquin County Environmental Health Department (EHD) has reviewed and
received Remedial Action Plan (RAP) on Geotracker and has the following
comments.
The RAP included a discussion of feasibility and cost comparisons for multiple
remedial alternatives that may be successful in cleaning up the contamination in
the soil and ground water from the release of the underground storage tanks
(UST) former located on this site.
Ground water extraction (to include treatment and discharge of the treated water)
was deemed feasible but not cost effective. In situ bioremediation was
evaluated and was not feasible. Air sparging and soil vapor extraction were
chosen to be the most cost effective and feasible alternatives. The EHD
concurs. The RAP is adequate and necessary and tentatively approved. [H&S
Code: 25296.10(c)(3)]
Prior to enacting the RAP and receiving full approval from the EHD,public
notification must be provided by the EHD so that the residents and others in the
immediate area have an opportunity to comment on the corrective action.
The EHD will post a notice at the site and provide notices to the surrounding
properties. In addition, an executive summary should be provided by your
consultant that we can post in our office.
The executive summary is a document that briefly and simply (non-technical)
advises the public of the following:
• what the site was before now (leaking UST, removed, dates).
• what it is you want to do (bubble surface air into the ground water and
remove petroleum vapors for treatment).
• how long it will take (estimate).
• exposure concerns to the public during this period (gases, fumes, odors).
• what the site will be after the process is completed.
