131aea Environmental Management Inc 4th Qtr 2003 Groundwater Monrtonng Report 002-70950-04 U-Haul#709-50 1.0 INTRODUCTION This report presents a summary of activities and results of theoundwater monitoring r �' g p ogram conducted during the fourth quarter of 2003 at U-Haul Facility #709-50 located at 2701 North Wilson Way in Stockton, California The report presents a background of site conditions and a brief summary of the procedures and results for the most recent groundwater monitoring event conducted on December 8 through 11, 2003 The groundwater monitoring event was coordinated with Ground Zero Analysis, consultant for Former Harry's Auto Mart, to identify groundwater conditions in the site area 1 1 SITE LOCATION AND DESCRIPTION U-Haul Facility 709-50 is located at 2701 North Wilson Way (on the southwest corner of the intersection of North Wilson Way and Sangumetti Lane) in Stockton, California (Figure 1) The site is situated in a commercial area and is currently used as an equipment storage and rental facility The site is generally flat with a slight grade to the southeast The site elevation is approximately 21 feet above mean sea Slevel A general site plan is included as Figure 2 12 PROJECT AUTHORIZATION In January 1999, Blaes Environmental Management, Inc (Blaes Environmental) was contracted by Amerco Real Estate Company/U-Haul International (U-Haul) to conduct a soil and groundwater remediation program at the site Prior to initiating remedial activities at the site, the San Joaquin County Environmental Health Department (SJCEHD) requested several additional groundwater monitoring events and site characterization activities to confirm the concentration of petroleum hydrocarbons and to rfurther evaluate the extent of the hydrocarbon plume in groundwater at the site The remediation program included conducting remedial testing, performing quarterly groundwater monitoring and reporting, and developing a Remedial Action Plan(RAP) • 1
