No further action is required to correct this violation.
This is a Class II violation.
Overall Inspection Comments:
Notes:
-Sokney Tek stated he is not the store manager for this facility, but is the store manager for the AutoZone
located on Wilson Way in Stockton.
-An inspection report was provided to the facility operator on the day of inspection. The report was amended
on 8/28/2020 by changing the report to a Large Quantity Hazardous Waste Generator Inspection Report and
revising the facility's amount of 2019 public-generated hazardous waste (see below), and replaces the initial
report. No violations were added to or removed from the amended report.
-The facility generated .56 tons of hazardous waste (HW) in 2019, and collected 19.33 tons of HW(used oil
and undrained oil filters)from the public in 2019, according to uniform HW manifests and consolidated manifest
receipts observed on-site. The 19.33 tons of public-generated HW is calculated using a gallons to pounds
conversion factor of 7.4 for used oil, per the U.S. EPA Office of Resource Conservation and Recovery's April
2016 Volume-to-Weight Conversion Factors document.
-The facility is a small quantity generator for its amount of facility-generated HW, and is a large quantity
generator for its amount of public-generated HW. The facility needs to follow large quantity generator
regulations for its public-generated HW.
-The San Joaquin County EHD HW permit fee is based on the facility-generated HW, not the public-generated
HW.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by 8/5/2020.
To minimize person to person contact EHD is choosing to write the name of person receiving the report instead
of having them sign.
