OBSERVATION: This business does not have a federal hazardous waste ID number in the California Department of Toxic Substances Control (DTSC)database. From January 2019 to August 2019 the facility generated of a total of 4300 pounds of RCRA hazardous waste with a state ID number(CAL000299414). Shipments: -Manifest 006952893SKS(1/28/2019) 1800 pounds waste paint -Manifest 007040098SKS(4/9/2019) 1000 pounds waste paint -Manifest 007181073SKS(8/2/2019) 1600 pounds waste paint REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification (ID) Number.A Federal EPA ID number is required for generators of more than 100 kg RCRA hazardous waste per month or more than one kg of acutely hazardous waste per month. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to obtain a Federal ID number. Immediately apply for your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. This is a minor violation. 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifest(UHWM)numbers were not found on-site: -00572865SKS(10/26/2016) -009772753FLE (11/16/2016) -006686957SKS (11/19/2018) -066391348SKS (8/27/2018) REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator.
