From January 2019 to August 2019 the facility generated of a total of <br /> 4300 pounds of RCRA hazardous waste with a state ID number(CAL000299414). Shipments: <br /> -Manifest 006952893SKS(1/28/2019) 1800 pounds waste paint <br /> -Manifest 007040098SKS(4/9/2019) 1000 pounds waste paint <br /> -Manifest 007181073SKS(8/2/2019) 1600 pounds waste paint <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of,transport or offer for <br /> transportation, hazardous waste without having received an Environmental Protection Agency(EPA) Identification <br /> (ID) Number.A Federal EPA ID number is required for generators of more than 100 kg RCRA hazardous waste per <br /> month or more than one kg of acutely hazardous waste per month. ID numbers are unique to a business and site <br /> location. <br /> CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br /> to obtain a Federal ID number. Immediately apply for your ID number and submit evidence to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifest(UHWM)numbers were <br /> not found on-site: <br /> -00572865SKS(10/26/2016) <br /> -009772753FLE (11/16/2016) <br /> -006686957SKS (11/19/2018) <br /> -066391348SKS (8/27/2018) <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br /> to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br /> Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be <br /> found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility <br /> signed copy was not received by the generator.
