Scotts Avenue
Stockton, CA 95205
Subject: Former Electro Delta
821 South Wilson Way
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed our file and
Geotracker, the State internet website information for the above subject site. In a letter dated
May 7, 2009, the EHD directed water samples be collected and analyzed from the monitoring
wells at this site and that a report of the results be submitted to the EHD as well as an interim
remedial action plan by July 6, 2009. There have been no data or documents submitted to
Geotracker nor to the EHD to date. You continue to be out of compliance with EHD directives
for this site.
Monitoring wells MW5 and MW6 were installed in June 2008 and water samples have only
been collected from them once (August 2008). The concentrations of contaminants in the
water sample from MW5 were very high. Monitoring well MW4 was installed in August 2008
and a water sample has not been collected from this well.
The State Water Resources Control Board passed Resolution 2009-0042 on May 19, 2009, that
includes a resolve to reduce quarterly monitoring at underground storage tank cleanup sites to
semi-annual or less frequent unless quarterly monitoring is warranted. Quarterly sampling of
monitoring wells MW4, MW5 and MW6 is warranted because they are newly installed wells and
confirmed data from them will be used to evaluate definition of the plume of contaminated
groundwater and concentrations in the source area. Monitoring well MW3 can be placed on a
semi-annual sampling frequency and monitoring wells MW1 and MW2 can be monitored on an
annual frequency.
If you continue to not be in compliance with directives for this site, it may be referred to the
Central Valley Regional Water Quality Control Board for enforcement action.
