Used Oil Tank
Containment Integrity Report
For
HMT Inspection
Tracy Express Carwash & Lube
Tracy, CA January 17,2019
3.0 EVALUATION FOR CCR COMPLIANCE - USED OIL
STORAGE TANK
SUMMARY OF CA DTSC EVALUATION PER TITLE 22 CCR, Part 66265.191:
Pursuant to Title 22, §66265.191 of the California Code of Regulations, the following
highlights provide a summary evaluation of the major areas of concern regarding the
aboveground Used Oil Storage Tank under those regulations:
1. The primary design basis utilized in the construction of this tank is normal
industry practice for horizontal aboveground storage tanks on structural supports.
2. The product in the tank includes used oil that is temporarily stored prior to
recycling off-site.
3. Corrosion protection measures directly applicable to the tank involve coatings on
the tank (paint or material resistant to degradation). The walls of the tank that
are in contact with the stored liquid are all of carbon steel construction, resistant
to corrosion from oil. These materials continue to be resistant to the stored liquid
based on current condition and age.
4. The Used Oil Tank has been on this site and present location and has been in
operation since 1996. The tank and connections show no evidence of
deterioration at this time. If properly maintained now and into the future, the tank
and connections should have a remaining useful life of 5 years or more based on
past history and current condition. The next inspection interval for the tank and
connections has been established at approximately 5 years based on the need to
verify continuing integrity of the material in contact with the stored liquid (ref.
corrosion rate calculations in Table B included herein).
5. Flow into the tank is controlled manually using collection pans and a manual
pneumatic pump into the tank. This equipment is suitable for continued service
until the next out-of-service or maintenance cycle.
23264311 Used Oil Tank-DTSC Report r4(Rev 0) 2/7/2019 2:38 PM
