The Corrective Action Plan (CAP) dated March 1996 was approved with
modifications in a letter from this office dated October 22, 1996. Specific
design and cost estimates for the modified remediation system is still to be
compiled and submitted for review. No changes were requested in the CAP
and so no revised document will be submitted. A copy of the October 22,
1996 letter is attached for your reference.
2. The three separate plumes identified at this intersection are indeed likely to
be commingled. However, two of these sites (including this site) are already
receiving reimbursement from the State Fund and are ready to implement
cleanup. Applying to the Commingled Plume Fund does not provide
additional benefit to most of the parties involved and would slow down the
progress being made at these sites.
3. PHS-EHD is not aware of the current position of Continental Insurance with
regard to this site.
4. Both 101 S. Wilson Way and 102 S. Wilson Way have approved CAPs. The
next submittal due for both sites is the site specific design and cost estimate
for each respective soil vapor extraction system. Once these are approved
by PHS-EHD (and costs approved by the Cleanup Fund), construction and
startup can be realized. The estimated time frame for this to occur is three to
six months. The cleanup at these two sites are estimated to take from
A Division of San Joaquin County Health Care Services
