Former Beacon Station No 12419 March 18,2002 <br /> Stockton California Problem Assessment Report/Corrective Action Plan <br /> 11.0 REMEDIATION OBJECTIVE OPTIONS <br /> The site is currently used as a retail gasoline station Site usage is not expected to change in <br /> the foreseeable future Historical groundwater monitoring data indicate the groundwater <br /> gradient is shallow and the impacted groundwater plume has remained relatively stable The <br /> lateral and vertical extent of petroleum hydrocarbons in soil and groundwater are effectively <br /> delineated by the site investigation work performed to date <br /> 11.1 Remediation of Soil and Groundwater to Non-Detectable Concentrations <br /> Remediation to non-detectable concentrations or natural background concentrations in soil <br /> and groundwater at the site would likely require additional excavation, and long-term in-situ <br /> soil vapor and groundwater extraction It is Horizon's professional opinion that remediation <br /> of petroleum hydrocarbons in soil and groundwater to non-detectable concentrations is not <br /> economically or technically feasible within a reasonable period of time, or is it necessary to <br /> • protect human health and the environment <br /> 11.2 Remediation to Maximum Extent Feasible for Protection of Beneficial Uses of <br /> Groundwater <br /> Remediation of petroleum hydrocarbons in soil and groundwater to maximum extent <br /> feasible for protection of beneficial uses of groundwater would likely require long-term in- <br /> situ soil vapor and groundwater extraction Remediation of the groundwater to maximum <br /> extent feasible for protection of beneficial uses of groundwater is not economically <br /> reasonable or is it necessary to protect human health and the environment because the <br /> groundwater resource which is encompassed by the groundwater plume is not being used <br /> and is not likely to be used in the foreseeable future Additionally, the relatively stable <br /> plume can be controlled by moderate levels of remedial action <br /> 419PARCAP3-02 doc 24 <br /> PrQlect No 1419 23 HORIZON ENVIRONMENTAL INC. <br />
