Former Beacon Station No 12419 March 18,2002 <br /> ` Stockton California Problem Assessment Report/Corrective Action Plan <br /> • Compressor air conveyance piping in trenches from the remediation compound located <br /> behind the station building to air sparge wells AS-1, AS-2 and AS-3, and possibly <br /> monitoring wells MW-1, MW-2 and MW-3, and <br /> • Appropriate valve flow controller, sampling ports, and pressure and air temperature <br /> sensors <br /> Operation and maintenance (O&M) of the soil vapor SVE and air sparge systems would be <br /> performed to ensure proper operation of the systems and compliance with operating permits <br /> 12.3 Required Permits <br /> At a minimum, the permits required for operation of the proposed remediation system would <br /> be an air discharge permit from the San Joaquin Valley Air Quality Management District <br /> (SJVAQMD) The option of adding a groundwater extraction system on the basis of an <br /> r <br /> evaluation of the effectiveness of SVE and air sparging operations would require a discharge <br /> . permit from the City of Stockton for the discharge of treated groundwater into the sanitary <br /> sewer system Air discharge permits are routinely issued for SVE systems According to the <br /> Environmental Control Officer at the City of Stockton Wastewater Control Division, <br /> wastewater discharge permits are approved for such operations <br /> 12.4 Implementation Schedule <br /> Horizon understands that the CAP review process allows for public comment regarding the <br /> proposed corrective action After completion of the CAP review process, the SJCEHD will <br /> contact Ultramar with the results of the public review process At that time, Horizon or <br /> Ultramar will address any appropriate questions or comments, then proceed with scheduling <br /> of the proposed interim Corrective Action work The projected schedule for implementation <br /> of the proposed interim Corrective Action is mid 2002, depending on the public review and <br /> permit approval processes <br /> 419PARCAP3-02 doc 28 <br /> Project No 1419 23 HORIZON ENVIRONMENTAL INC. <br />
