Former Beacon Station No 12419 March 18,2002 ` Stockton California Problem Assessment Report/Corrective Action Plan • Compressor air conveyance piping in trenches from the remediation compound located behind the station building to air sparge wells AS-1, AS-2 and AS-3, and possibly monitoring wells MW-1, MW-2 and MW-3, and • Appropriate valve flow controller, sampling ports, and pressure and air temperature sensors Operation and maintenance (O&M) of the soil vapor SVE and air sparge systems would be performed to ensure proper operation of the systems and compliance with operating permits 12.3 Required Permits At a minimum, the permits required for operation of the proposed remediation system would be an air discharge permit from the San Joaquin Valley Air Quality Management District (SJVAQMD) The option of adding a groundwater extraction system on the basis of an r evaluation of the effectiveness of SVE and air sparging operations would require a discharge . permit from the City of Stockton for the discharge of treated groundwater into the sanitary sewer system Air discharge permits are routinely issued for SVE systems According to the Environmental Control Officer at the City of Stockton Wastewater Control Division, wastewater discharge permits are approved for such operations 12.4 Implementation Schedule Horizon understands that the CAP review process allows for public comment regarding the proposed corrective action After completion of the CAP review process, the SJCEHD will contact Ultramar with the results of the public review process At that time, Horizon or Ultramar will address any appropriate questions or comments, then proceed with scheduling of the proposed interim Corrective Action work The projected schedule for implementation of the proposed interim Corrective Action is mid 2002, depending on the public review and permit approval processes 419PARCAP3-02 doc 28 Project No 1419 23 HORIZON ENVIRONMENTAL INC.
