Two common ground-water contaminants in San Joaquin County are nitrate and
dibromochloropropane (DBCP). Live Oak reviewed the San Joaquin County
Environmental Health Department's maps of Nitrate — Land Use Data and DBCP — Land
Use Data dated February 20, 2019. According to the nitrate map (Plate 7), three wells
within a one-mile radius of the subject Site have been tested for nitrate. Nitrate was
detected in two wells at concentrations between 5.1 and 10.0 mg/L-N, and in the other
at a concentration over 10.0 mg/L (this data point may represent the water sample
collected on the Site as part of the 2019 Nitrate Loading Study). According to the DBCP
map (Plate 8), one well within the same area was tested. DBCP was not detected in the
well. The Maximum Contaminant Level (MCL) set by the US EPA for nitrate is 10 mg/L-
N; the MCL for DBCP is 0.2 pg/L.
The Lima Dairy is located approximately 900 feet east and southeast of the Site. This
facility has a wastewater pond and several unlined wastewater channels. According to
an Investigation Summary prepared by Wallace-Kuhl & Associates (2015), thg
_wastewater pond appears_ to be in direct contact with shallow ground water.
v Additionally, "the rapid loss of surface water in channels adjacent to the Heifer pens
raises a question of the potential presence of a dry well of other pathways that allows
sface__water to_ rapidly reach shallow groundwater," according to the report. The
Investigation Summary indicates that ground water has been impacted by nitrate and
ammonia from the Lima facility.
Another facility of interest in the area is the White Slough Water Pollution Control Plant,
located approximately one-half mile south of the Site.
On-Site Wells
One domestic well is currently located on the Site.
Five well permits were identified for the Site from among the San Joaquin County
Environmental Health Department permit files:
• November 2001 permit for out-of-service well. The address listed is 5920 W.
Kingdon, a former address of the Site and several surrounding parcels that were
recently subdivided. It is unclear whether the well is located on the current Site.
• September 2002 permit for well destruction, 5920 W. Kingdon. This permit
appears to refer to the same well as the previous permit.
• November 2002 permit for new pump at domestic well, 5920 W. Kingdon. Based
on the sketch included, this well appears to be located north of the current Site.
• April 2004 permit for pump repair at irrigation well, 13950 N. Thornton. Based on
the sketch included, this well appears to be located west of the Site.
• May 2006 permit for pump replacement at irrigation well, 13950 N. Thornton.
Based on the sketch included, this well appears to be located north of the current
Site.
These permits have been attached to this report.
LOGE 20-02 Page 4
