SAN <br /> J D A � � I N Environmental Health Department <br /> �4.J ,"i 1 Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MID VALLEY AGRICULTURAL SERVICES, INC 1 16401 E HWY 26 , LINDEN September 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION:A 6ft by 3 ft area of sandy absorbent was observed on the asphalt surface of the gasoline and <br /> diesel fueling station. Oil soaked sandy absorbent was observed on the asphalt on the north east side of the shop. <br /> One 5 gallon bucket containing oil draining from an oil drain pan was observed in the hazardous waste storage area <br /> and another 5 gallon bucket containing a clear yellow fluid was observed in the main shop, both open and without <br /> labels. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the spills covered in absorbent material and ensure hazardous waste <br /> contained in the 5 gallon buckets are managed by the end of the day. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a minor violation. <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days. <br /> The waste antifreeze was last picked up for disposal on 5/17/18 on manifest number 164742. Paper filers were last <br /> disposed of on 5/30/18 on manifest number 003732573GBF. Facilities who generate less than 1000 kg of <br /> hazardous waste per month and do not exceed 6000 kg of waste stored on site at any time may store waste on site <br /> up to 180 days. Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest <br /> and submit a copy of the manifest to the EHD. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The drained used oil filters were last disposed of on 5/22/18. Facilities that generate up to one ton of used oil filters <br /> per year may store the filters up to one year. Facilities that generate one ton or more of used oil filters may store the <br /> filters for up to 180 days.
