OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. An accurate UST Monitoring Site Plan was not submitted. -The site map included incorrect leak detector information, showing a leak detector on 87 tank#3. No leak detector was observed on this tank. REGULATION GUIDANCE: Asite plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and piping and clearly identify locations of the following equipment, if installed: 1) monitoring system control panels; 2) in-tank liquid level probes (if used for leak detection); 3) devices monitoring tank annular spaces or vault; 4) devices monitoring product piping; 5) devices monitoring fill piping; 6) devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8) devices monitoring vent/transition sumps; 9) devices monitoring under-dispenser containment; 10) line leak detectors; and 11) devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a minor violation. 109 CCR 2637(a-d), 2712 Failed to test secondary containment, or failed to maintain test records for 36 months. OBSERVATION: Secondary containment repair testing was scheduled to be performed on 3/11/2020. Atest report has not been submitted to the EHD or the California Environmental Reporting System (CERS). No record of testing was observed on site. REGULATION GUIDANCE: Secondary containment testing is required once every 36 months. A copy of the test report must be submitted within 30 days of the test. CORRECTIVE ACTION: Immediately schedule this test and provide 48 hours notification to the EHD. This is a Class II violation.
