During the meeting
you informed the Department that Serena Investment
Corporation was representing the interests of the property
owner, C & L Tracy Group Partnership. As their representative
you indicated your willingness to prepare a Preliminary
Endangerment Assessment (PEA) for the purpose of determining
the potential hazards to human health and/or the environment
posed by onsite contamination.
Completion of the PEA is the responsibility of the private
party under the oversight of the Department. The Department
provides oversight of the PEA for a fee of $7 , 900 as directed
by Section 25347 . 6, Chapter 6. 8 , Division 20, of the Health and
Safety Code. Section 25347 . 6 requires the Department to assess
fees for administrative oversight costs associated with
hazardous waste site investigation and cleanup. The Department
allocates 150 hours of oversight for completion of the PEA.
As we discussed at the meeting, if the onsite contamination is
found to be of a limited extent, remedial activities can
potentially be completed within the 150 hours of Department
oversight. However, be advised that if onsite contamination is
too extensive to be addressed within the scope of the PEA, the
PEA will be finalized with a recommendation describing the site
characterization and/or cleanup required. If the risk
assessment portion of the PEA demonstrates that onsite
contamination does not pose a significant risk, the PEA may be
finalized with a recommendation for no further action.
