SHARON Environmental Health Department <br /> --COU NTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Wilmar Oils&Fats(Stockton) LLC 2008 PORT RD, STOCKTON July 08, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years for used oil during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for used oil for the date range July 8, 2017 to July 8, <br /> 2020. Provide these records and a corrective action statement to the EHD within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> 1. 55-gallon container of used oil had an old label with the incorrect composition and incorrect accumulation start <br /> date. <br /> 2. 1-gallon container of lab waste liquid was missing the accumulation start date, physical state, hazardous <br /> properties and composition of the waste. This label was corrected during the inspection. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
