SAN J D AR I N Environmental Health Department <br /> I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CLEAN PLANET INC 250 PORT RD, STOCKTON July 13, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifest(UHWM)numbers <br /> 006136270 SKS, shipped 8-18-17 and 006462347 SKS, shipped 3-29-18 were not found on-site. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br /> to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br /> Joaquin County Environmental Health Department(EHD). Also, provide a corrective action statement to the EHD <br /> within 30 days. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts for used oil from the list below were not found on site <br /> during the inspection: <br /> 65 gallons of used oil, shipped 8-9-17 <br /> 75 gallons of used oil, shipped 10-5-17 <br /> 110 gallons of used oil, shipped 11-30-17 <br /> 85 gallons of used oil, shipped 3-29-18 <br /> 80 gallons of used oil, shipped 5-2-18 <br /> 110 gallons of used oil, shipped 6-4-18 <br /> 110 gallons of used oil, shipped 8-6-18 <br /> 55 gallons of used oil, shipped 8-30-18 <br /> 56 gallons of used oil, shipped 11-27-18 <br /> 102 gallons of used oil, shipped 6-12-19 <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from the list above, <br /> maintain them on site and provide a copy to the San Joaquin County Environmental Health Department(EHD).
