Hi Dave,
Thank you for the response. I reviewed your return to compliance, I will be able to close out violations 102, 110,
113, 114 and 202.
1 could not close out violation 119, 1 looked at the CERS account and there was no update made for it. Was this CERS
account updated for Phippen Brothers LP 185575 S. Murphy Rd?
I will be in Ripon tomorrow, if you want me to stop by and help out with the CERS account, it should only take 10 to 20
minutes to complete. That way I can close out the last violation.
Have a great day,
JASON GAITAN
EHS
San Joaquin County
Environmental Health Department
1868 E.Hazelton Ave.Stockton,CA 95205
(209)561-7298
(209)468-9848
From: David Phippen <dsphip@msn.com>
Sent: Friday, August 23, 2019 4:30 PM
To: Gaitan,Jason <jgaitan@sieov.org>
Subject: Fw: Scan from a Xerox WorkCentre
Hello Jason:
Please find attached my waste oil manifests back to 2016. This should answer violation 110-113.
1 will no longer take any hazardous waste to Car Quest and will treat used absorbent as a hazardous
waste. We will be taking this material to George Lowry in the future. It is currently located in labeled and
covered containers at the site.
Phippen Bros will be signing our consolidated manifest and the contact person will be Dave Phippen. His
contact# is 209-531-7380 and we will be keeping the manifests at the waste oil site from this point forward.
We have an account on CERS and have updated it with our most recent manifest.
Although we have previously taken used metal oil filters to O'Reillys on Main St in Ripon, our new practice will
be to retain the punctured and drained oil filters in a properly labeled and capped 55 gal drum on site. We
will manifest and deliver these filters to George Lowry yearly or as needed.
We have placed a dry erase board along with a pin board at the used oil site to organize manifests, as well as
note dates of shipments and note dates of placement of waste materials in the containers.
It is my hope that this answers and corrects the violations noted on your recent to our site.
Thank you for helping me with this matter. Please let me know if more effort is needed to address the
violations noted from your visit.
2
