SANJOARIN Environmental Health Department <br /> —COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Nano Facility Address: Dau: <br /> GOLDEN R INC 12342 S WILLOW GLEN RD,STOCKTON November 22,2019 <br /> SUMMARY OF VIOLATIONS <br /> ICLASS I,CLASS II,or MINOR-Notice,.Comply) <br /> Item M Remarks <br /> 113 HSC 25180.2(b)(3)Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts for hazardous wastes including used oil were not found <br /> on site during the inspection <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts for the last three years and <br /> maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the <br /> San Joaquin County Environmental Health Department. <br /> This is a minor violation. <br /> 301 CCR 86282.34(dx2)Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Stained soil was observed by the used oil tank. Soil was observed to be darker in color than <br /> surrounding soil and facility stated that it was most likely from spills while transferring used oil to the container. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire,explosion,or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air,soil,or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately remove contaminated soil. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 403 CCR 86282.34(dx2)Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site:The used oil <br /> hazardous waste tank was observed with an open bung with an open top funnel and no product was being added or <br /> removed at the time. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage,except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
