R� � 4 Health and Safety Plate Underground Tank Program Tank Removal or Over- Excavation Resample INTRODUCTION PURPOSE AND SCOPE The Health and Safety Plan , for underground tank removal/ over-excavation provides for the protection of on-site personnel and the surrounding community during site characterization activities . The requirements , specifications anct procedures presented with the plan will apply to :ill personnel on - site , I ncluding emplauees.,_subcontractors , site visitors and regulatory agency personnel . HAZARD ANALYSIS The most significant risk associated with petroleum contaminated soil is exposure to aromatic compounds . Skin contact- will be eliminated by use of clothing, eye wear, and gloves and the inhalation hazard will be minimized using appropriate respiratory protective devices as determined by on -site .lir monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a 30 ,,, Coot radius from the work area. Access Within this zone will be limited to required personnel . Total organic vapors will be monitored within the exclusion zone usin a photoionization detector (PID) calibrated for benzene, the most toxic of the aromatic hvdrocarbons . Current enforceable and recommended exposure limitations forpotential site contarninants are presented in Table 1 . i PERSONAL PROTECTIVE EQUIPMENT A minimum of U . S . EPA level D protection will be required within the exclusion tune for any workers engaged in sample collection or other activities on this site . Level D protection will include : • Disposable Tyvek coverall (when in contactwith contaminated material) • Boots with steel toe • splash goggles or safety glasses • (: hemic4, resistant disposal gloves (when in contact with contaminated material) i Level C protection will be required if PID readings exceeding 10 ppm over background concentration are recorded in the workers ' breathing zone. Level C protection will consist of: • Disposable Tvvek coverall • Boots with steel toe • Chemical resistant boot covers • Chemical resistant disposal gloves (inner) • Chemical resistant outer gloves • yISFL.� / i\iIUSH approved halt mask air - purifying respirator with dual org-anic vapor coutridges PID readings exceeding 250 ppm in the workers ' breathing zone will require work stoppage and sire evacuation . An e:cplosion - proof fan may be used to vent the work area . DECONTAMINATION During ;x11 held operations , care will be taken to minimize contact with soils and ground water.
