Environmental Health Department <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />March 11, 2019 <br /> Facility Address: <br /> 2002 E HAMMER LN, STOCKTON <br /> Facility Name: <br /> STOCKTON HONDA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 120 HSC 25160.2(b)(4) Consolidated manifest receipts failed to contain complete information. <br />The consolidated manifest receipt for Safety Kleen on 4-30-18 and 6-25-18 for used oil was missing the <br />generator/customer and transporter/driver's signatures. The consolidated manifest receipt for Safety Kleen on <br />6-11-18 for used oil was missing the generator/customer's signature. All copies of each receipt shall contain all of <br />the following information: <br /> - The name, address, identification number, contact person, and telephone number of the generator, and the <br />signature of the generator or the generator's representative; <br /> - The date of the shipment; <br /> - The manifest number; <br /> - The volume or quantity of each waste stream received, its California and RCRA waste codes, the waste stream <br />type listed in subdivision (c), and its proper shipping description, including the hazardous class and United <br />Nations/North America (UN/NA) identification number, if applicable; <br /> - The name, address, and identification number of the authorized facility to which the hazardous waste will be <br />transported; <br /> - The transporter's name, address, and identification number; <br /> - The driver's signature; <br /> - A statement, signed by the generator, certifying that the generator has established a program to reduce the <br />volume or quantity and toxicity of the hazardous waste to the degree, as determined by the generator, to be <br />economically practicable. <br />Ensure that all future receipts for hazardous waste shipments using a consolidated manifesting procedure contain <br />all required information. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by April 11, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br />appointment, please call (209) 468-3420. <br />Waste Streams Observed: universal waste aerosol cans, universal waste battery cores, used oil, used oil filters, <br />aqueous brake cleaner, used anti freeze, sump sludge, used absorbent, and parts washer solution. <br />Note: A black 55 gallon metal drum containing used oil filters was observed without a lid. All hazardous waste <br />containers shall be closed at all times except when adding or removing waste. Immediately close these <br />containers and ensure all hazardous waste containers are closed when not adding or removing waste.
