Washington Blvd, (Site Code 2588)
Stockton, CA
January, 1995
PURPWORK:
On November 2, 1992, a 1,000 gallon UST which had contained
gasoline was removed from the site; details are included as
EXHIBIT A. Although soil samples taken from beneath the tank did
not reveal any contamination, a small area at the north end of
the excavation had a petroleum order and apparent discoloration.
The site was reentered on November 25, 1993, and again on April
6, 1993, and additional spoil was removed & soil samples were
taken. A "grab" sample of groundwater was taken during the April
work. All samples were below detection limits for BTEX & TPH-G,
and site closure was recommended. Refer to EXHIBITS B thru I for
more details of that work.
Although the San Joaquin County EHD agreed that the contaminated
spoil had been removed, they did not consider the water sample as
being representative of aquifer conditions due to being exposed
to air; refer to EXHIBIT J for a copy of that letter. After
meeting with the County staff, it was agreed that one (1)
monitoring well located at the site of the removed DST would be
sufficient for determining whether the groundwater has been
contaminated. Refer to EXHIBITS L M for copies of that
correspondence. A workplan to accomplish that task, dated
10/18/1994, was prepared by WJH; refer to EXHIBIT N for details.
The well was completed on November, 18, 1994; this report covers
the results of that work.
PROPERTY LOCATION AND USE:
The property is located in the Port of Stockton, at the west end
of Washington Blvd near its' juncture with Navy Drive. Rough and
Ready Island is less than 1/2 mile to the west, and the Stockton
deepwater channel is a short distance to the north. The site
consists of approximately five acres, and is used to store dry
cement and fly ash for distribution to concrete batch plants. A
warehouse, four vertical silos and a truck scale are located on
the site.
PROPERTY OWNER_ &_RESPONSIBLE PARTY:
• Riverside Cement Company, Environmental Office, 1490 Rubidoux
Blvd, (P.O.
