Box 2009 (1601 East Hazelton Avenue) Stockton, California 95201
(209) 468-3400
January 2, 1991
Mr. Gregory Fletcher
Environmental Coordinator
Conoco, Inc.
P.O. Box 4784 U
Houston, TX 77210-4784
RE: Former Econo Gas Station IN REPLY REFER TO SITE CODE: 1753
4325 E. Washington
Stockton, CA
Request for Groundwater Monitoring Proposal
We recently reviewed our files for this site and entered it
into the Local Oversight Program. Due to the steady decline in the
water table in this area of San Joaquin County, nearly all the
groundwater monitoring and recovery wells for this site have gone
dry.
Although the vapor extraction system for this site appears to be
effectively removing volatile hydrocarbons from the subsurface, it
will still be necessary to monitor groundwater to evaluate the
extent of contamination and the effectiveness of the remedial
action. Therefore, we request that you submit a proposal for
groundwater monitoring. This proposal should include planned
monitoring well locations for redefining the aerial extent of the
plume, and for monitoring hydrocarbon concentrations within the
plume.
Please submit the requested proposal to this office and to the
California Central Valley Regional Water Quality Control Board by
February 28, 1991.
Pursuant to Section 280 . 67, Subpart F of 40CFR of the Federal
Register, San Joaquin County Public Health Services, Environmental
Health Division (PHS/EHD) , will conduct a public notice to consider
comments on your Final Remedial Plan/Corrective Action Plan.
Please prepare an Executive Summary of your draft Final Remedial
Plan (FRP) to accompany our public notice by February 28, 1991.
The draft FRP should provide a summary of:
-data obtained during the Remedial Investigation/Feasibility
Study
-identifiable remedial alternatives
-risks associated with conditions at the site, as well as
risks with the identifiable alternatives
-the proposed and implemented remedial alternatives.
A Division of San Joaquin Counry Heakh Care Services
