Fletcher <br /> Kayo oil Company <br /> 900 S. Cherokee Lane <br /> Lodi, CA 95240 <br /> REVISED FINAL REMEDIAL PLAN FOR FORMER JET GAS AT <br /> 4325 E. WASHINGTON STREET, STOCKTON <br /> We have reviewed your 8 November 1988 letter describing the <br /> proposed modification to the approved Final Remedial Plan (FRP) <br /> transmitted to us on 14 June 1988 . Our major concern with your. <br /> proposed modification to the FRP is that it may not be possible <br /> to maintain hydraulic control at the site which could result in <br /> the expansion of the plume. <br /> We can accept the modified plan with the understanding that <br /> strict monitoring of the system must be performed until it can be <br /> shown that this system operates as designed and that the plume <br /> does not expand beyond its present perimeter. We require, in <br /> addition to the initial and routine monitoring you proposed, that. <br /> water level measurements be monitored in all the wells twice a <br /> wee until it can be shown conclusively that the balanced system <br /> will not cause the plume to expand. A ground water level contour <br /> map is to be prepared for each water level monitoring date and <br /> these maps and water level data are to be included in the bi- <br /> weekly remedial progress reports submitted to the San Joaquin <br /> Local Health District (SJLHD) and this Regional Board. Ground <br /> water flow at this site is to be monitored very closely. If it ' <br /> is found that the operation of this system does, if fact, cause <br /> the plume-to-expand; Kayar is-to notify- us and ,.the SJLHD ..._ _ <br /> immediately and your contingency plan implemented to halt further <br /> expansion. <br /> In our telephone conversation today you tentatively proposed the <br /> following steps for a contingency plan to deal with this <br /> potential problem: <br /> 1. Stop .the injection of water at the site. <br /> 2 . Continue pumping recovery wells to draw the plume back <br /> on-site. If necessary install additional recovery <br /> well (s) . <br /> 3 . Treat the pumped water in carbon filter canisters and <br /> discharge to the sanitary sewer. <br /> 1 <br />
