SECOR1 <br /> S <br /> '= Internataonal incorporatedFebruary 4, 1998 � � -^ T � � � <br /> Mr Harlin Knoll <br /> R E H S Senior Registered Environmental Health Specialist <br /> San Joaquin County Environmental Health Division <br /> 304 East Weber Avenue, Third Floor <br /> Stockton CA 95201-0388 <br /> I <br /> Subject Summary of Well Destruction <br /> Conoco Incorporated- Former Conoco Gas Station <br /> 4325 East Washington Street <br /> Stockton CA <br /> SECOR Project#7G700-012-01 <br /> I <br /> Dear Mr Harlin Knoll <br /> SECOR International Incorporated (SECOR) working on behalf of Conoco Inc has prepared a summary <br /> report documenting the destruction of forty six (46) wells at the subject property (Attachment 1, Figures 1, <br /> 2, and 3 and Attachment 2, Table 1) The wells were destroyed as part of the final site closure requirements <br /> of the San Joaquin County Environmental Health Division (SJCEHD) <br /> Encroachment and Well Destruction Permits <br /> In August 1997, the SJCEHD issued a Well Destruction Permit for the onsite wells and specifically requested <br /> that wells BW-1, BW-2, VW-34, and VW-35 be over drilled and grouted to grade (Attachment 3) The <br /> remaining thirty five onsite wells could be destroyed via pressure grouting <br /> I <br /> Seven of the forty six wells were located offsite one well, MW-19, located on private property at 4400 East <br /> Washington Street and the remaining six wells were located within the City of Stockton public right-of-way <br /> (Figure 3) A summary of each well completion and location is presented on Table 1 Prior to obtaining the <br /> offsite well destruction permits from the SJCED, Conoco Inc secured an access agreement with Mr Ali Abdo <br /> Nagi, owner of the property located at 4400 East Washington Street and SECOR obtained Encroachment <br /> Permits from the City of Stockton The offsite well destruction permit was issued by SJCEHD on November <br /> 25, 1997 (Attachment 3) <br /> Well Destruction Field Work <br /> I <br /> i <br /> From December 11 to December 61', 1997, SECOR oversaw V&W Drilling destroy the thirty nine onsite wells <br /> and seven offsite wells Destruction of the six wells located in the City of Stockton right-of-way was <br /> approved by a representative of the City of Stockton and Mr Harlin Knoll of the SJCEHD The destruction <br /> I <br /> I <br /> File ProiectkConoco\Stocktonlwe1IDestruct 1 LTR <br /> i <br /> 3050 Fite Circle, Suite 204, Sacramento, CA 95827 (916)364-1880(916)364-1889 FAX www secor com <br /> I <br />
