REMEDIATION TESTING AND DESIGN <br /> ENVIRONMENTAL INVESTIGATION REMEDIATION SITE CLOSURE <br /> 609 Pacific Avenue Suite 201 Santa Cruz CA 95060 <br /> Phone (408)458-1612 Fax (408)458-1509 E ' _ v f " 10 <br /> February 14, 1996 <br /> Mr Kenneth Earnest <br /> Ultramar Inc <br /> 525 West Third Street <br /> Hanford, California 93230 <br /> Subject Corrective Action Plan and the Results of Groundwater Sampling for Indications of <br /> Intrinsic Bioremediation and Hydraulic Conductivity Testing for the Beacon Cardlock <br /> No 610 Located at 3300 Waterloo Road, Stockton, California <br /> Dear Mr Earnest <br /> Remediation Testing and Design (RTD) is pleased to submit the following Corrective Action Plan <br /> (CAP) which includes the results of groundwater sampling and testing as the final investigative task <br /> for the subject site Based on the results of all site investigation activities conducted, RTD has <br /> developed this CAP for review and approval by the San Joaquin County Public Health Service (PHS), <br /> or the Regional Water Quality Control Board, Central Valley Region (RWQCB), or the State Water <br /> Resources Control Board (SWRCB) <br /> The subject site is located at 3300 Waterloo Road, Stockton, California as shown on Figure 1 The <br /> isite is currently operated as a cardlock fuel service station The property consists of a small station <br /> building, two dispenser islands, and three underground storage tanks (USTs) The general features of <br /> the site are shown on Figure 2 Soil borings and monitoring wells were installed prior to UST <br /> replacement and over-excavation activities conducted in October 1993 <br /> REGULATORY GUIDELINES <br /> This CAP was prepared in accordance with the State Underground Storage Tank Regulations <br /> California Code of Regulations (CCR), Title 23, Division 3, Chapter 16, Article 11, Corrective Action <br /> Requirements Corrective action includes one or more of the following Phases <br /> (1) Preliminary Site Assessment Phase, <br /> (2) Soil and Water Investigation Phase, <br /> (3) Corrective Action Plan Implementation Phase, and <br /> (4) Verification Monitoring Phase <br /> All corrective action tasks have been completed The remainder of Phase (2) and Phase (4) was <br /> conducted as part of the development of this CAP <br /> A CAP includes the following elements <br /> (1) An Assessment of the impacts listed below <br /> (a) The physical and chemical characteristics of the unauthorized release including its <br /> toxicity, persistence, and potential for migration in water, soil, and air, <br /> _ 1 _ <br />
