40 <br /> SAFETY DEPARTMENT <br /> STOCKTON-MODESTO-OAKDALE-CLEMENTS-BISHOP-MAMMOTH-WATERFORD-CHICO-JENNY LIND- <br /> RIDGECREST-LAKE ISABELLA-WELDON <br /> CCR 66262.34(d)(2)Facility not maintained to minimize the release of a hazardous waste. <br /> -Approximately 10-15 yards of oily residue/liquid and used soap observed on the ground <br /> surrounding the approximately 200 gallon used oil tank and soap storage area outside the shop. <br /> -Oily residue/liquid observed leaking out of hose connected to approximately 100 gallon diesel fuel <br /> 301 tank inside the shop. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion,or release <br /> of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. <br /> Immediately clean spill , and manage according to Title 22 hazardous waste regulations. Submit a <br /> statement and disposal receipts for spill to EHD. <br /> Cleaned up and disposed of. See attached pictures and manifest. <br /> CCR 66262.34(d)(2)Failed to maintain all communication or alarm systems, spill control, or <br /> decontamination <br /> equipment. <br /> -One fire extinguisher was observed past its annual service date (9.27.2017)found by the <br /> approximately 12000 gallon diesel fuel tank. <br /> -An oily liquid was observed in the secondary containment for the approximately 200 gallon used oil <br /> tank out side the shop. <br /> 303 -An oily liquid was observed in the secondary containment for one 55 gallon silver container with <br /> automatic transmission fluid inside the shop. <br /> -An oily liquid was observed in the secondary containment for one 55 gallon black container with <br /> automatic transmission fluid inside the shop. <br /> -An oily liquid was observed in the secondary containment for one 55 gallon black container with <br /> product oil inside the shop. <br /> All facility communications or alarm systems,fire protection equipment, spill control equipment,and <br /> decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. Immediately begin this practice. <br /> Extinguisher serviced and secondary containments cleaned. See attached pictures. <br /> CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days. <br /> -One black 55 gallon container with oily solids observed with accumulation start date of 8.1.2018. <br /> 601 Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg <br /> of waste stored on site at any time may store waste on site up to 180 days. <br /> Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and <br /> submit a copy of the manifest to the EHD. <br /> CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> -Two black 55 gallon containers with used paper oil filters were observed with no accumulation start <br /> date. <br /> 605 All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br />
