SAN J O A R N Environmental Health Department <br /> -:a U ;� i _# �V AMENDED <br /> 6/23/2020 <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WEST VALLEY AUTO SERVICE LLC 2615 W GRANT LINE RD,TRACY March 26, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> OBSERVATION: The vent sump sensor was tilted at about 45 degrees and not located to detect a leak at the <br /> earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br /> Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 313 HSC 25290.1,25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION:Approximately 1 cup of product leak was observed in UDC1/2, indicating a leak in the primary <br /> containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This was corrected on site. <br /> This is a repeat violation, Class Il. <br /> 316 HSC 25290.1(c3), 25290.2(c3)Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> OBSERVATION:Approximately 2 cups of liquid was found in the 87 STP sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed all liquid from the 87 STP sump and returned the sensor <br /> to its proper location.
