<br /> This was a routine annual compliance inspection for underground storage tanks, hazardous materials and hazardous waste . The
<br /> Hazardous Materials Division ( HMD ) of the Department of Environmental Health is the Certified Unified Program Agency (CUPA)
<br /> for the County of San Diego . As the local CUPA, the HMD implements the Unified Program in the County and regulates
<br /> businesses that manage hazardous materials, hazardous wastes, aboveground petroleum storage tanks, and underground
<br /> storage tanks ( UST ) , Additional information on the CUPA program can be found here : http ://www , sandiee-&ocouflty gc�>v <1eh1
<br /> Mr , Allegor Padernal , Gas Station Supervisor, gave consent for inspection , documents review . The scope of this inspection
<br /> included witnessing annual UST monitoring system below grade certification performed by Bill Karras with WSK & Sons ( ICC,
<br /> Veeder Root , and Vrni certifications are current ) , hazardous waste generation and hazardous materials business plan ( HMBP)
<br /> verification in the California Frivironmental Reporting System (CERS) .
<br /> Costco Wholesale #460 is a retail gas station with 6 underground storage tanks that generates used fuel filters, waste fuel and
<br /> water, waste absorbent, and other contaminated solids as their hazardous waste ,
<br /> The following components were tested and passed at the gas station : sensors in the fill , STP , UDC, vent, annular brines for UST/
<br /> fill/STP/vent/ UDC , ATG for overfill , failsafe , sensor out, spill buckets, LLD 87- 87-91-dsl -dsl add - gas add , Product-Vent-Vapor
<br /> Lines for high level and no vacuum .
<br /> Verified compliance paperwork including : hazardous waste manifests, designated operator monthly reports with alarm response
<br /> documentation , Monitoring and Response plan , scaled plot plan, maintenance records, Hazardous Materials Business Plan
<br /> including approved site map , Designated Operator employee training is current and complete , Certification of Financial
<br /> Responsibility , previous testing documents for Spill buckets, monitoring certification, secondary containment test report, and
<br /> Designated Operator verification .
<br /> Warehouse inspection for Hazardous Material Business Plan ( HMBP ), hazardous waste, and medical waste management scopes
<br /> were conducted in 2016 . An inspection covering these scopes will be done in 2018 .
<br /> Operating Permit is current until 8/6/ 2019 for 6 USTs .
