Scotts Street
Stockton, CA 95205
RE: SAN JOAQUIN COUNTY MOTOR POOL; 444 S. WILSON WAY; STOCKTON
The recent soil sampling following the removal of 4 underground gasoline tanks
from the above referenced property was witnessed by representatives from this
department.
The soil sample results from the two waste oil tanks indicate that an unauthorized
release has occurred at this site. The extent of possible contamination is
unknown, at present, as is the origin of the soil contamination.
The owner or responsible party of an underground storage tank being closed shall
demonstrate to the satisfaction of the local agency that no unauthorized release
has occurred (Section 2672 (d), California Code of Regulations) . Therefore, it
will be necessary for the property owner and/or responsible party(ies) to conduct
additional excavation in both lateral and vertical directions and perform
additional soil sampling to demonstrate that existing contamination can be removed
and properly remediated.
A Soil Remediation Workplan shall be submitted to the San Joaquin Local Health
District for review and approval prior to initiating any further soil excavation or
removal. At a minimum, the following items must be addressed in this Workplan:
1. Name and address of site, tank owner/property owner, and contact person,
if different.
2. Scale drawing, with North arrow at the top of the page, of the site
illustrating the layout of all former tanks and piping systems on the property,
labeled for content; distances to adjacent streets and buildings; property
boundaries, and underground public and private utilities.
3. History of site and tank use, present and past.
4. Submit local depth to groundwater and, based upon this knowledge, propose
an estimation of the amount of soil to be removed. Include proposed soil sampling
Administration Clinical Services Environmental Health Public Health Nursing
468-3400 468-3830 468-3420 468-3860
Air Pollution Community Services Laboratory WIC
468-3470 468-3820 468-3460 468-3280
AIDS Information 468-3820
