Please submit the most recent
quarterly groundwater monitoring report by April 22, 1996.
Before final approval of the site's corrective action plan, additional monitoring wells
must be installed to adequately evaluate groundwater quality beneath the site.
PHSIEHD has been informed verbally that the results of the groundwater sampling
of VW1 indicate significantly greater concentrations of contaminants than reported
in the other existing monitoring wells, mostly likely because VW1 is screened
through first water. PHSIEHD has maintained that decreases in concentrations
observed in the monitoring wells were a factor of dilution due to groundwater rising
above the screened interval of the wells, rather than solely due to attentuation.
Please submit a work plan to install a minimum of two additional monitoring wells
by September 9, 1996.
The issue of the necessity for groundwater remediation has been postponed on a
number of occasions, with the thought that concentrations would decrease over
time. As you are aware, the neighboring property owner has a domestic well
which serves both the residence and business. Groundwater remediation will be
necessary to restore water quality within a reasonable length of time to protect the
neighbors drinking water source.
A Division of San Joaquin County Health Care Services
