PO. BOX 150211, SAN RAFAEL, CALIFORNIA 94915-0211 TELEPHONE: (415)457-1629
Commercial, Carol Oz June 21 , 1996
Industrial and Environmental Health Division
Residential Properties P.O. B o x 2009
Property Management Stockton, CA 95201
RE: 4644 E. Waterloo Road, Stockton
Well Abandonment
Dear Ms . Oz:
I am taking steps to permanently abandon the well on
our property per your instructions . Please send me a
permit application so that I can have it back in your
office by the 6-30 deadline. I will then arrange with
a contractor to have the necessary work done to seal
the well during the month of July.
I have spoken with Margaret Legario who has taken over
for Diane Hinson in regards to the HVOC contamination
of the water in this general area. Since the well was
disconnected several years ago following discovery of
the contamination, it has been our understanding with
your department that this well would be kept as a
possible future monitoring well . Since we have the
original Water Well Drillers Report , we know the
screening interval and construction of this well . And
since, from this well the maximum concentration of
HVOC' s in the area have been measured, it would seem
to be the best starting point for any future
monitoring activities . Therefore, if it is your
department ' s wish to change your position regarding
the abandonment of this well and require us to
permanently seal it , we will do so. However , it must
be with the understanding that you will not return at
some later date and require a similar well be
installed in this general location for the purposes of
monitoring the contaminants in the water . This would
be a unfair requirement given the circumstances as
described above.
Please review this change in policy with Ms, Legario.
If I receive a permit application from you, I will
assume that you wish us to proceed to abandon the well
and are in concurrence with the terms of this letter .
Sincerely yours ,
arlowe
c:Legario
. c
