However, in <br /> order to determine site specific cost effectiveness, estimates of site specific remedial costs must be included <br /> and discussed. <br /> The corrective action plan indicated that one vapor extraction we]l should be adequate to reach the perimeter <br /> of the hydrocarbon plume and that a thermal oxidation unit should be installed for hydrocarbon destruction <br /> prior to discharge. The plan stated that after several months of operation and influent vapors have decreased <br /> that soil borings would be drilled for quantitative analysis in the laboratory to monitor the vapor extraction <br /> systems effectiveness. Cost of system monitoring should be included with cost estimates. <br /> Since hydrocarbons were generally detected to 45 feet below grade, the depth of the vapor extraction well, <br /> VW1, will be reduced from 72 feet to 47 feet by filling the bottom 25 feet of the well with some material. <br /> Please submit an addendum which summarizes all analytical results obtained during soil and groundwater <br /> sampling and an estimate of the volume of soil contamination which may continue to impact groundwater. <br /> PHS/EHD agrees that soil and groundwater remediation is necessary; however, insufficient feasibility analysis <br /> was included to justify the cost effectiveness of vapor extraction vs,excavation.
