STATE OF CALIFORNIA PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION —
3443 ROUTIER ROAD, SUITE A s
SACRAMENTO, CA 95827-3098
PHONE: (916) 361-5600 a
FAX: (916) 361-5686
19 December 1991
VMIT/SE
Ms. Carmelita Cozad
Cozad Trailer Sales
4907 Waterloo Road
Stockton, CA 95215
COZAD TRAILER SALES, 4907 WATERLOO ROAD, STOCKTON, SAN JOAQUIN COUNTY
Your letter, dated 22 November 1991, requested concurrence with closure of this
site. A review of the file revealed that an underground gasoline storage tank
was removed in 1989; soil in the excavation was contaminated with 124 mg/kg TPH
as gasoline. In November 1990, a boring was drilled near the former tank pit to
about 50 feet and low levels of benzene, toluene, ethylbenzene, and xylenes were
found at that depth.
Three monitoring wells were installed in July 1991 . Groundwater samples from
MW1 contained 0.7 ppb toluene and from MW2 contained 1 .7 ppb toluene, 1 .0 ppb
xylenes, and 50 ppb TPH as gasoline. MW3 contained no detectable hydrocarbons.
Ground water samples collected in all three wells in August and September 1991
contained no detectable hydrocarbons. Depth to ground water in September 1991
was about 96 feet.
Based on the information provided, Board staff has determined, and the San
Joaquin County Environmental Health Division concurs, that appropriate response
actions have been completed, that acceptable remedial practices were implemented,
and that, at this time, no further investigation, remedial or removal action, or
monitoring is required at Cozad Trailer Sales, 4907 Waterloo Road, Stockton.
Nothing in this determination shall constitute or be construed as a satisfaction
or release from liability for any conditions or claims arising as a result of
past, current, or future operations at this location. Nothing in this
determination is intended or shall be construed to limit the rights of any
parties with respect to claims arising out of or relating to deposit or disposal
at any other location of substances removed from the site. Nothing in this
determination is intended or shall be construed to limit or preclude the Board
or any other agency from taking any further enforcement actions.
This letter does not relieve the tank owner of any responsibilities mandated
under the California Health and Safety Code and California Water Code if
existing, additional , or previously unidentified contamination at the site causes
or threatens to cause pollution or nuisance or is found to pose a threat to
public health or water quality. Changes in the present or public land use may
require further assessment and mitigation.
