Waterloo Road
Stockton, CA
We have reviewed the Work Plan dated June 14, 1991, prepared by
Harding Lawson Associates for the above referenced site. The Work
Plan states, that during a meeting with Margaret Lagorio, San
Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) , specific investigative tasks be performed. It
appears that what was discussed at the meeting should be clarified.
The LUFT Manual categories were discussed. It was explained that
the information (results) from the soil boring drilled in November,
1990, was used in completing the environmental fate worksheet
listed in Category 2 of the LUFT Manual. The seasonal high
groundwater, as noted in previous letters, determined by the wet
years of 1983 and 1986, is 50 feet at this site. Since benzene was
detected at 45 feet in the boring we could not issue closure and
the site investigation would proceed to Category 3 in the LUFT
Manual.
The Tri-Regional Guidelines were also discussed. Specifically, if
gradient from an adjacent site could be established, one well
within 10 feet of the former tank location in a downgradient
direction could be proposed. If gradient could not be established
from an adjacent site, a minimum of 3 monitoring wells would be
needed. It was further explained that the consultant should decide
where to place the wells. We approve placement according to our
local ordinance not on correct placement to prove the site clean.
It was explained PHS/EHD evaluates the consultants work and reports
based on the available guidance documents (LUFT Manual and Tri-
Regional Guidelines) . From the review, we make comments and decide
whether site certification is justified.
A Division of San Joaquin County Health Care Services 10
