Waterloo Road <br /> Stockton, CA <br /> We have reviewed the Work Plan dated June 14, 1991, prepared by <br /> Harding Lawson Associates for the above referenced site. The Work <br /> Plan states, that during a meeting with Margaret Lagorio, San <br /> Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) , specific investigative tasks be performed. It <br /> appears that what was discussed at the meeting should be clarified. <br /> The LUFT Manual categories were discussed. It was explained that <br /> the information (results) from the soil boring drilled in November, <br /> 1990, was used in completing the environmental fate worksheet <br /> listed in Category 2 of the LUFT Manual. The seasonal high <br /> groundwater, as noted in previous letters, determined by the wet <br /> years of 1983 and 1986, is 50 feet at this site. Since benzene was <br /> detected at 45 feet in the boring we could not issue closure and <br /> the site investigation would proceed to Category 3 in the LUFT <br /> Manual. <br /> The Tri-Regional Guidelines were also discussed. Specifically, if <br /> gradient from an adjacent site could be established, one well <br /> within 10 feet of the former tank location in a downgradient <br /> direction could be proposed. If gradient could not be established <br /> from an adjacent site, a minimum of 3 monitoring wells would be <br /> needed. It was further explained that the consultant should decide <br /> where to place the wells. We approve placement according to our <br /> local ordinance not on correct placement to prove the site clean. <br /> It was explained PHS/EHD evaluates the consultants work and reports <br /> based on the available guidance documents (LUFT Manual and Tri- <br /> Regional Guidelines) .
