SCOPE OF WORK
This report presents the results of our Initial soil contamination Investigation to evaluate the nature and extent
of possible solllgroundwater contamination derived from the unauthorized release of petroleum constituents
from a gasoline underground storage tank at Cozad Trailers,4907 East Waterloo Road,Stockton, CA. The
San Joaquin County Public Health Department (SJCPHD), Environmental Health Division, requested of the
_ client to conduct a soil contamination investigation to determine the possible Impact on groundwater at the
site. The site has documented evidence of gasoline contaminated soil In the vicinity of a excavated gasoline
tank, thus this investigation was Implemented to determine and evaluate the vertical migration of sail
contamination. it was necessary to evaluate the vertical extent of soil fuel constltuent contamination, if any,
to determine whether groundwater would be impacted, to develop conclusion and recommendations for
further site investigatlon/sampling, if any,to define the extent of vertical contamination,as necessary.
The location of the project site,including location of soil boring,is shown on the Site Plan(Plate 2), This report
was prepared using the following guidance documents;
• The Leaking Underground Fuel Tank(LUFT) Field Manual(May 1986),SWRCB;
• The Regional Board Staff Recommendations for Initial Evaluation and Investigations of
Underground Tanks, 10 August 1990,worth Coast,San Francisco,and Central Valley Haglonal
Water Quality Control Boards
The scope of our investigation as outlined in our Work Plan dated October 1990,including:1)field exploration
consisting of drilling one soil borings, in the downgradlent direction of the excavated gasoline tank; 2)
laboratory analysis; 3) interpretation of field and laboratory data; and 4) development of conclusion and
recommendation for further actions as deemed by the findings of this investigation The workplan was approved
by Ms.Darlene Reuss,SJCPHD,Environmental Health Division,on B November 1990.
S. SITE LOCAT!ON
The Cozad Trailers Facility is located at 4907 East Waterloo Road approximately 1/2 mile from Hwy 99 In
Stockton,CA. The site contains numerous buildings used In the manufacturing of custom trailers for highway
use. The property Is adjacent to other light Industrial and commercial businesses and nearby service stations.
Immediately adjacent to the property is F&H Construction which removed several underground storage tanks
in 1990. Across the highway are several commercial properties containing known underground storage tanks.
Among these commercial properties, Paragon Ventures, has undergone an Initial hydrologic Investigation,
which resulted in detectioi t of significant soil contamination, This property is located down gradient from Cozad
Trailers site.To the west,there are numerous service stations containing multiple underground storage tanks,
if which Waterioo Shell is known to have an unauthorized release of petroleum products. The general location
of the site is provided in Plates 1 &2.
C.
