Lori Duncan, Nuel Henderson, Vicki
McCartney, Harlin Knoll and I represented EHD. Kerry Wasson, Ellen Aquaro and you
represented the County as the responsible party for the contaminated sites with the
exception of the Airport facility that Barry Rondinella represented.
It was discussed that a limited amount of money has been allocated by the County for
the current fiscal year 2005-2006 for investigation and remediation of these sites and
that budget preparation for the fiscal year 2006-2007 would be starting soon. In
addition, EHD informed you that the Federal government wants sites contaminated from
UST releases to perform the corrective actions necessary to achieve closure, so the
State government is informing the local governments that they are to take the necessary
actions to get the contaminated UST release sites to closure. In light of this it was
discussed that some of the allocated funds should be used on the low priority sites to get
them to closure. It was also discussed that the State Water Resources Control Board
Cleanup Fund is not expected to be extended past the December 31, 2010 expiration
date so expediting investigation and corrective action may be in the county's best
interest. The county should discuss with their consultant the reduction of sampling at
some sites so that completion of investigative work and sampling at other sites thought
to be closer to achieving closure can occur for the remaining 2005-2006 budgeted
monies. The county should also discuss with their consultant the amount of money
required to complete site investigations and to perform any active remediation required
during fiscal year 2006-2007 at the sites for budgeting purposes.
The following is a summary of the site discussions.
1810 E. HAZELTON, STOCKTON
Soil and groundwater contamination by MTBE as well as by petroleum hydrocarbon
contaminants has been confirmed at this site. Currently, seven monitoring wells have
been installed on-site. The lateral extent of the shallow groundwater contamination is
basically defined, but the vertical extent has not been investigated. Air sparge and vapor
extraction wells have been installed and feasibility tests are to be conducted. Cross
