Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) handling or the training provided has been inadequate. The following observations were made at the time of inspection: -According to Isabel Foronda, store assistant manager, absorbent and paper towels used to clean up chemical spills in the store are placed in a bag labeled HW, and then placed into the proper HW tote depending on the classification of the chemical that was cleaned up. Several empty and partially empty chemical containers were found in the HW storage totes.When asked what happened to the liquid once in these empty containers, Isabel indicated that the containers could have become empty from either being"store-use" items to clean the facility, spilling in the store, or spilling in the shipment truck during delivery to the facility. Isabel also stated that the facility has received empty containers without any signs of leakage or spillage,from a shipment of product.When Isabel was asked about the empty containers listed below individually, Isabel stated she did not know what specifically happened to the mssing liquid from each container, unless the container was marked with an orange sticker on the item's barcode, indicating the item was a"store-use" item: -An empty 12 fl. oz. container of Arm& Hammer Ultra Max 3-in-1 Body Wash, Shampoo, and Conditioner was found labeled STOU HW, and inside a State-Regulated,Toxics, Electronics, OTC Pharmaceuticals, Universal Waste (STOU)HW tote(see photos 5985-88). -The following items were found in a Corrosive Bases(CB) HW tote (IMG 5989-93): o An empty 32 fl. oz. container of LA's Totally Awesome Oxygen Orange All Purpose Degreaser&Spot Remover, missing the cap, labeled CB HW, and not marked an orange"store-use"sticker on the item's barcode. o An empty 20 fl. oz. container of LA's Totally Awesome All-Purpose Cleaner, marked with an orange"store-use" sticker on the item's barcode. -The following items were found in a Oxidizers, Reactives(OX)HW tote(IMG 5994-9): o An empty 1-pint(16 fl. oz.)container of Clorox Regular Bleach, labeled OX HW,with staining on the outside of the container from an unknown substance, and not marked with an orange"store-use"sticker on the item's barcode. o An empty 40 fl. oz. container of LA's Totally Awesome Cleaner with Bleach, labeled OX HW, and marked with an orange"store-use"sticker. -The following items were found in a STOU HW tote with accumulation start date 4/12/19(IMG 6004-31, 6047-53): o Three empty 22 fl. oz. containers of Fabuloso Multi-Purpose Cleaner labeled HW, and each marked with an orange "store-use"sticker on the item barcodes. o An empty 40 fl. oz. container of Fab Classic Laundry Detergent, labeled HW,with saturated paper towels and a note stating, "Damage from truck." Isabel said this item had spilled onto the truck when the facility received a shipment. o A HW bag labeled STOU Store Use containing several empty packs of GS Neutral Cleaner Concentrate. Approximately nine empty packs of this cleaner were also found not bagged and on a shelf inside the cleaning chemical storage cabinet adjacent the HW storage area. Isabel placed the nine empty packs of GS Neutral Cleaner Concentrate into the HW bag containing the cleaner packs, and into the STOU HW. o An empty 32 fl. oz. container of LA's Totally Awesome Bang Bathroom&Shower Cleaner labeled STOU HW, and FA0021973 PRO538334 SCO01 05/08/2019 EHD 22-01 Rev.09/27/2018 Page 5 of 10 Small Quantity Hazardous Waste Generator OIR 1868 E.
