To date, this workplan has not been <br /> received by County or Regional Board staff. <br /> Records show high concentrations of TPHd, TPHg, benzene, and MtBE were identified in soil below the <br /> fuel dispensers and the former underground storage tanks (USTs) to a maximum depth of 24 feet. <br /> Groundwater was not encountered in the excavation activities, and is estimated at 40 feet below ground <br /> surface. Based on the contaminant concentrations in soil and the estimated depth to groundwater within <br /> 20 feet of soil contamination, an investigation is required to identify the extent and concentration of <br /> groundwater contamination. <br /> By 30 June 2000, you must submit your workplan describing the proposed plans to sample and analyze <br /> the groundwater at your site. Site investigation work must begin by 24 July 2000, and a report of <br /> findings submitted to the Regional Board and the San Joaquin County Environmental Health Division by <br /> 21 August 2000. All samples must be analyzed for TPHd, TPHg, and BTEX, and for five fuel <br /> oxygenates, ethanol, methanol, 1,2-dichloroethane, and ethylene dibromide by EPA Method 8260B. <br /> The required"workplan" and the "report of findings" are technical reports as described in Section 13267 <br /> of the California Water Code, which states, in part: <br /> "(b)(1)In conducting an investigation specified in subdivision (a), the regional board may <br /> require any person who has discharged, discharges, or is suspected of discharging, or who proposes <br /> to discharge waste within its region...shall furnish, under penalty of perjury, technical or monitoring <br /> reports which the regional board requires.
