High <br /> levels of Total Petroleum Hydrocarbons as diesel were evidenced in the soil beneath the north end of <br /> one of the USTs. It was proposed to perform further soil excavation in this area and PHS/EHD <br /> verbally approved and witnessed the work. <br /> The report states that 400 cubic yards of soil was taken to Forward, Inc. in Stockton_ Some of this soil <br /> was generated during the UST removal work. The report does not discuss the amount of soil removed <br /> from the additional excavating. From the drawing included in the report, an estimate of 100 cubic <br /> yards could be made. <br /> Please provide PHSlEHD with receipts for the soil taken to Forward, Inc., the UST disposal tracking <br /> records, and the rinseate manifests. You will receive notification that PHSlEHD has placed this site in <br /> the Local Oversight Program. After receipt of the above listed items, pursuant to our LOP contract, <br /> PHSlEHD will request concurrence from the Central Valley Regional Water Quality Control Board that <br /> further action not be required at this site. <br /> Please find enclosed a copy of an unauthorized release report form and copies of PHSlEHD permits to <br /> own/operate the USTs from 1988 through 1990 for submittal to the State Water Resources Control <br /> Board (SWRCB)Cleanup Fund pursuant to their letter dated January 12, 1999.
