In addition, the
proposal to consider air sparge technology to additionally abate groundwater contamination at a later
date and only if warranted appears to be a reasonable and cost effective approach.
In response to recent guidance from the California State Water Resources Control Board, PHS-EHD
has evaluated the need for active remediation at this site. Please be advised that due to the close
proximity to the site of several municipal wells and because of the degree and severity of pollution
documented at this site, active remediation is warranted and required.
Therefore, please initiate the design and permitting phase of this project. Please submit to PHS-EHD
the completed design specifications for the proposed remediation system for review. The time line
proposed in the Corrective Action Plan shows initiation of the system by December 1996. Based on
the data collected to date, the proposed remediation system should be installed and operational as
soon as feasible. Taking into consideration actions not in your control, PHS-EHD requests that all
reasonable attempts be made to reduce the time frame to remediation start up as much as possible.
PHS-EHD has initiated public participation for this site as required by the Corrective Action
Regulations. A copy of the "Notice of Findings" is enclosed for your files. The public comment period
will end thirty days from the date noted on the "Notice of Findings".
If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte,
Senior REHS, at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
" Ca .4T,
Linda A.
